The March issue of PM Magazine, published by the International City/County Management Association (ICMA), features a cover story article by Alachua County Manager Randall H. Reid and City of Gainesville Manager Russ Blackburn entitled "How the Worst Publicity Can Bring out the Best in a Community".
The article chronicles the events surrounding the threatened Koran burning by the Dove Outreach Church and the communitywide response.
Reflecting on the experience Reid and Blackburn wrote, " In a new world dominated by social media and diversifying religious demographics, Gainesville, Florida, learned firsthand how quickly a provocative media posting and threatened images of intolerance can simultaneously become the flashpoint of an international incident and bring a diverse community together."

County Using Free Space Optics for Guardian ad Litem
The Alachua County Information and Telecommunication Services (ITS) announced that as of February 22, 2011, the County's Guardian ad Litem program has been utilizing Free Space Optics (FSO) technology to connect its new office, in the newly renovated Department of Corrections building (105 SE 1st Street, Suite 7, Gainesville) to the existing Alachua County network.
The County ITS Department found three possible solutions to fix the Guardian ad Litem's networking problem. They could either install new County owned fiber optic cable 9at a cost of approximately $35,000), lease GRU fiber (for approximately $22,000, with additional ongoing monthly costs), or implement new technology using an optical wireless solution (the FSO option). The cost for the final FSO solution was $5,460.
The FSO technology solves the problem of allowing the Guardian ad Litem program to use the County network for both phone and network services without the ability to connect the new location through the standard County used fiber-optic cable.
With assistance from the County Facilities Management Department, FSO units were mounted on the new Guardian ad Litem building and the nearby Growth Management Building. ITS staff installed the transmitter/receiver assemblies and configured them to pass network and phone traffic.
According to Chad Young, Network Security Analyst, FSO technology answered the question, "How do we connect the Guardian ad Litem's phone and network services back to the County's infrastructure in a cost effective way?" He continued, "Conventional radio-frequency based solutions (such as 802.11 wireless) were too slow and were not well suited to carrying voice-over-IP phone traffic."

Offsite Soil Testing Near Koppers Site and Other Locations
The Alachua County Environmental Protection Department (ACEPD) announces the availability of a new interactive web map which displays the results of validated offsite soil testing data for Dioxins, Arsenic and Benzo(a)pyrene contaminants near the Koppers Superfund site and other City of Gainesville locations.
Click here to view the interactive map. The interactive web map compares the concentrations of contaminants to State of Florida Soil Clean-up criteria for residential and commercial properties.
The United States Environmental Protection Agency (USEPA) is conducting soil investigations in road rights of way and on some private properties near the Koppers Superfund site and in other locations in order to determine the extent of potential offsite soil contamination from the site. At this time, the full area extent of soil contamination impacts near the Koppers site has not been definitively established. USEPA has committed to additional testing in the area in order to determine the full extent of contamination. ACEPD will update this interactive map information as new soil test data becomes available.
"ACEPD developed this interactive web map to provide a convenient tool to display the validated soil test data that has been reported to ACEPD and USEPA over the last several years for the primary offsite Koppers related contaminants. The map makes it much easier to view a summary of the key soil test data rather than refer to separate maps and data reports." stated Chris Bird, ACEPD Director. "This map tool provides a significant benefit to residents, local officials and commercial and real estate interests to better understand what is currently known about the extent of soil contamination near the Koppers site."

County Website Adds Translation Function
Alachua County has added a link at the top-right corner of each of its websites, labeled "Translate". This link allows users the option to view the page content in more than 50 languages. Users can select a language from the toolbar and click the Translate button.
As visitors navigate through the County web site, the Translate toolbar will continue to translate the pages in the selected language. While most of the text on the Alachua County web site will be translated in the language chosen, some content and elements of the County web site will continue to appear in the original English language. Published documents and files that can be downloaded from the County web site will not be translated.
The Translate toolbar is a free tool developed by Google. The accuracy of Google's translation engine is achieved by referencing patterns in hundreds of millions of documents that have already been translated by human translators. The translation engine then takes phrases within a sentence and makes a best-guess match to similar phrases found in other languages.

Senior Recreation Center "Tops Out"
Lynn Domenech and Jocelyn Holt, of the in-home senior care company Comfort Keepers, were on hand Friday as the City of Gainesville/Alachua County Senior Recreation Center "topped out." Topping out refers to completion of the uppermost level of the building and installment of the roof. Comfort Keepers is supporting the project with a $50,000 gift. This is the first major gift to this state-of-the-art facility.
"We know the importance of a facility of this magnitude," Holt said. "The seniors of our region deserve a place like this. This will be an exceptional facility that everyone in Gainesville and Alachua County will be proud of."
The Senior Recreation Center will be situated at Northside Park (5710 N.W. 34th Street). This $5.5 million, 17,000-square-foot center will be the only one of its kind in the county and is scheduled to open in the fall. The City of Gainesville contributed $2 million and Alachua County contributed $1.5 million to fund this project, in addition to a $2 million state grant awarded to the project. An additional $1 million must be raised to assist ElderCare of Alachua County in running the facility. It will offer local seniors the latest in fitness training, health education, nutrition services, preventative screenings, service delivery, arts and cultural activities, a computer lab and social and volunteer opportunities.
"This gift is a major boost to our plans for the Center," said Anthony Clarizio, ElderCare of Alachua County executive director – ElderCare is a division of Shands HealthCare. "Comfort Keepers does so much to help the seniors of our area. This is just another example of how they play a leadership role. Their gift will give us the momentum we need to help raise the rest of the money necessary to run this facility."

Commission Seeking Letters of Interest
The Alachua County Board of County Commissioners is seeking Letters of Interest from private entities to partner with the County in the development of a new County Fairgrounds and the redevelopment of the existing County Fairgrounds site into a Business/Commerce Park.
The purpose of this request is to compile creative ideas from the private sector to assist in the financing and construction of a new Alachua County Fairgrounds. Private entities who may be interested in participating in this project are encouraged to respond for two important reasons. First, the number and quality of responses will give an indication that there is sufficient interest for the County to pursue a private-public partnership. Second, the content and ideas expressed in the responses will provide the County with options to consider as it formulates the detailed documents for any subsequent procurement process.

Alachua County Healthy Communities Initiative
The first phase of a pilot project designed to provide restaurant-goers in Gainesville and Alachua County with nutrition information while dining at local restaurants is now available. The "Dining Out Locally" subcommittee of the Alachua County Healthy Communities Initiative will publish nutrition information analyses for recipes from four locally-owned and operated restaurants in our community.
Restaurants participating in this first phase of the project are: East End Eatery, Embers Wood Grill, The Jones and Ti Amo! Each restaurant voluntarily provided five recipes of their choice for analysis primarily of sodium, fat and calorie content. Recipes were analyzed by undergraduate dietetics students at the University of Florida under the direction of IFAS faculty, at no cost to the restaurants. Complete nutrition facts labels for each of the recipes from all four restaurants are available on the Healthy Communities website, http://healthycommunities.alachuacounty.us.
Five additional restaurants have already been selected to participate in the second phase of this project, which is currently underway. Plans are to expand the project to include at least twenty-five locally owned and operated restaurants in Alachua County. Interested restaurants are encouraged to contact the City of Gainesville at 352-393-8893 for information about participating.
Dining Out Locally was initiated to provide citizens nutritional information from locally owned and operated restaurants in order to raise awareness and assist in making informed decisions while dining out. This is reflective of the upcoming mandate under the Health Care Reform Law of 2010 (H.R. 3962) requiring national chains to provide similar information to its consumers. The collaboration of the University of Florida IFAS, the City of Gainesville, the County Health Department and Alachua County is one of the first coordinated initiatives designed specifically for locally owned and operated restaurants in this area.
Alachua County Healthy Communities Initiative builds awareness of health related issues. The goal is to improve health status and reduce mortality and morbidity among Alachua County's population through prevention and reduction of obesity among youth. The Alachua County Healthy Communities Initiative is co-chaired by Cynthia Moore Chestnut, D.P.A., and Kathryn Parker, R.D., L.D.

Vote By Mail
To request a ballot and Vote by Mail, voters may make their request online at www.VoteAlachua.com or call the Supervisor of Elections Office at 352-374-5252. Voters will need to make sure their address and signature on file with the Supervisor of Elections are current. Your mail ballot may not count if the signature does not match the signature on your voter record. The last day to request your ballot be mailed is Wednesday, April 6, 2011 by 5 PM.
To request a ballot for another voter, you must be a designated member of the voter's immediate family or a legal guardian. Requests can be made online, in person, by mail, by telephone or by fax. All requests must include the voter's name, residence address, and date of birth. The request must also include the requestor's name, residence address, relationship to the voter and driver's license number if available. Mail or fax request must also include the requestor's signature.
A voter may designate in writing another person to pick up an absentee ballot starting Thursday, April 7, 2011. The designee must have a note signed by the voter, a picture identification of the designee and must complete an affidavit. The affidavit is available for download at www.VoteAlachua.com. The designee may not pick up more than two absentee ballots per election, not including the designee's own ballot and ballots for members of his or her immediate family.
Absentee ballots are available at the Supervisor of Elections Office for voters who may have emergencies that will not allow them to go to their polling place to vote on Election Day.
If your signature has changed, your ballot may not count as we compare the signature in your file with the one on the envelope you return. You may update your signature by filling out a voter registration application form in person or online at www.VoteAlachua.com . All signature updates for use in verifying absentee and provisional ballots must be received in the Elections Office prior to the start of the canvassing of absentee ballots by the Canvassing Board.
All absentee ballots must be received in the Supervisor of Elections Office by 7:00 PM Election Day.
Voters may check their voter registration status, update their voter information or signature, find their precinct polling place, and view their sample ballot online at www.VoteAlachua.com and click on the link, "My Voter Information Page" (My VIP) .

Chili Cook-Off/Springs Celebration
Alachua County, the Friends of O'Leno, and the Santa Fe River Springs Basin Working Group invite residents to experience the beauty of this State Park by attending the "O'Leno Ole' Chili Cook-Off and Springs Celebration" on Saturday March 26, 2011 at O'Leno State Park. The chili cook off is from 9 a.m. to 3 p.m. – the springs celebration is from 11 a.m. to 3 p.m. Admission to the park is free with the donation of one can of food per person to benefit a local food bank. An Old Time Contra Dance with the Flying Turtles String Band will also be happening at the park from 2 p.m. to 5 p.m. ($5 fee to attend the dance).
"The Springs Celebration is a great event for everyone to learn how their actions are connected to the health of our springs, even when they live tens of miles away from them," said County Environmental Protection Director Chris Bird. "When we use a lot of water, fertilize inappropriately, or neglect our septic systems, we may be harming the springs of the Santa Fe River."
Highlights of the events will include the chili cook-off, live music, a juggling unicycle act, shadow puppets, and children's activities.

Topics of this pest training class include Florida pesticide licensing requirements, label language, and how to avoid common mistakes that may result in fines. Also included are the best practices for liquid and granular applications, identification of key pest insects and beneficial insects. This hands-on pest control workshop will also introduce grass identification and growth requirements, and teach attendees how to identify and manage the major turfgrass pests of the Southeast.

2010 Audit Reports
The Board accepted the 2010 audit reports from the County’s independent Certified Public Accountants, Carr, Riggs & Ingram LLC as well as the FY2010 Comprehensive Financial Report (CAFR), and the Florida State Comptrollers Annual Financial Report (AFR) and authorized the Chair to sign the Management response letter and to certify the AFR to the State. The Board Authorized the Clerk to transmit the completed CAFR and Single Audit Report to the Auditor General.
