County Facilities Management's Job Order Contracting

ALACHUA COUNTY, FL - Alachua County Facilities Management is implementing a new project delivery system called Job Order Contracting (JOC). This new method of contracting should solve problems in finding quality construction work quickly for maintenance, repair, renovation, mechanical upgrades and other minor construction projects. Traditional bidding, complete with plans and specifications, and going through the standard bid process for each project has proven costly and time consuming.

JOC is a long-term contract bid by firms based on pricing from a Unit Price Book.  The book reflects labor rates, construction material, and construction procurement costs in the area. This allows the County the opportunity to evaluate each contractor on performance and qualifications knowing that the fixed price has already been established. Once a contractor has been accepted, the County will be given projects in a work order format.

The JOC system offers the County the following benefits:

  • Quick response (decreases time required to begin work from 180 to 30 days)
  • Know costs before committing funds
  • Reduce administration costs
  • Virtually eliminates litigation
  • Improves the quality of workmanship
  • Enhances the use of smaller subcontractors in the local area
